Chris Bartolomucci, a partner in the law firm Bancroft PLLC, will discuss his firm’s successful representation of South Carolina in litigation against the Justice Department over the State’s new Voter ID law. When the Justice Department refused to preclear the law under Section 5 of the Voting Rights Act, South Carolina filed suit to obtain judicial preclearance, which was granted by a three-judge district court in 2012 after a week-long trial. Mr. Bartolomucci will analyze the legal issues surrounding the legal defense of Voter ID laws in light of Section 5 of the Voting Rights Act and discuss the litigation tactics and legal arguments that frequently arise in the context of defending Voter ID statutes.
Mr. Bartolomucci is a partner at Bancroft PLLC. His practice focuses on appellate and complex litigation. In 2007, as a short-listed candidate for nomination to the U.S. Court of Appeals for the Fourth Circuit, Mr. Bartolomucci was given the highest rating of “Highly Qualified” by the Virginia State Bar. He served in the George W. Bush White House from 2001 to 2003 as Associate Counsel to the President. He has also served in the Solicitor General’s Office of the U.S. Department of Justice, as Associate Special Counsel to the U.S. Senate Whitewater Committee, and as Counsel to the D.C. Inspector General. He clerked for Judge William L. Garwood of the U.S. Court of Appeals for the Fifth Circuit in Austin, Texas.
