Mr. Neily will discuss his new book, Terms of Engagement: How Our Courts Should Enforce the Constitution's Promise of Limited Government, which argues that judicial abdication has resulted in the systematic underenforcement of constitutional limits on government power and calls for principled judicial engagement to restore courts as the constitutional check on other branches of government.

Before joining the Institute for Justice, Mr. Neily spent four years as a litgator at the Dallas-based firm Thompson & Knight, where he worked on a wide variety of matters including professional malpractice, First Amendment and media law, complex commercial cases, and intellectual property litigation. He received his undergraduate and law degrees from the University of Texas, where he was Chief Articles Editor of the Texas Law Review. After law school, he clerked for Judge Royce Lamberth on the U.S. District Court for the District of Columbia.

Parking Details: If you plan on parking, please park in the Regency Parking Garage (which is between Polk and Clay on Louisiana, it is not the Hyatt Hotel) and park on any of the visitor parking floors (2-4). Then, come to level 3 and walk through the skywalk to the building (you will walk through the Hyatt Regency Hotel on the second floor). Once in the lobby of 1111 Louisiana, take the first elevator bank on your right to the 44th floor. Andria and Courtney will greet you at reception and will validate your parking sticker.
