- William Perry Pendley, Mountain States Legal Foundation
William Perry Pendley is the President and Chief Operating Officer of the Mountain States Legal Foundation, a nonprofit public-interest law firm providing legal representation for those who fight for the right to own and use property, limited and ethical government, individual liberty, and the free enterprise system. Mr. Pendley is a Wyoming native, with an undergraduate degree from George Washington University and a law degree from the University of Wyoming. He is also a former Captain in the United States Marine Corps.
Mr. Pendley has served as counsel to U.S. Senator Clifford Hansen (R-WY) and to the House Interior and Insular Affairs Committee. He became Deputy Assistant Secretary for Energy and Minerals of the Department of Interior during the Reagan Administration, where he authored President Reagan's National Minerals Policy and Exclusive Economic Zone proclamation. He has argued cases before the Supreme Court of the United States as well as various federal courts of appeals; he won what Time magazine called a "legal earthquake" when the Supreme Court ruled in his favor in the historic Adarand equal-protection case.
