James A. Haynes

Attorney and Alternate Judge, U.S. Dept of Labor, Employees Compensation Appeals Board

Mr. Haynes has been a member of the Federalist Society since 1997 and founded the Baltimore Lawyers Chapter. He also serves as a member of the executive committee for the Professional Responsibility and Legal Education Practice Group and is a former member of the Labor and Employment Practice Group executive committee.

He has practiced law for thirty years primarily in the state courts of Maryland. He represented employers and insurance carriers in workers' compensation and related matters for twenty years and litigated trial and appellate cases as an Assistant Attorney General and as a Senior Counsel with the Maryland Injured Workers' Insurance Fund. He served as counsel to the Finance Committee of the Maryland Senate. He was appointed in 2006 as a member of one of the adjudicatory boards at the Department of Labor.

He is interested in legal education and works on oral advocacy and moot court programs at DC area law schools and with the ABA Law Student Division. He is a member of the National Conference of Administrative Law Judiciary and the Maryland State Bar Association.
