Jessie Liu

Jessie K. Liu is a partner in the Jenner & Block's Litigation Department.  She is a member of the White Collar Defense and Investigations Practice.

Ms. Liu’s practice focuses in particular on advising and defending government contractors facing investigations or enforcement actions.  She counsels clients from the moment they learn of a potential compliance issue, through a subsequent internal investigation, to the final resolution of the matter.  She also represents clients in grand jury, congressional, and inspector general investigations.  She has substantial experience in the False Claims Act and Foreign Corrupt Practices Act.

Ms. Liu returned to Jenner & Block after more than six years with the Department of Justice.  She spent four years as an Assistant United States Attorney for the District of Columbia, serving as lead counsel in twelve jury trials and arguing numerous appeals on behalf of the government.  After her tenure as a federal prosecutor, Ms. Liu served as Deputy Chief of Staff in the National Security Division of the Department of Justice and as Counsel to the Deputy Attorney General for national security affairs.  In these positions, she advised the Department’s leaders on a wide range of issues, including economic and trade sanctions, export controls, and national security-related civil litigation.  She also did significant work related to the Committee on Foreign Investment in the United States (“CFIUS”), analyzing and advising Department officials on the national security implications of acquisitions of American businesses by foreign companies.  Most recently, she served as Deputy Assistant Attorney General in the Department’s Civil Rights Division.

Ms. Liu is a member of the Edward Bennett Williams Inn of Court.  She also serves on a hearing committee of the District of Columbia Bar’s Board on Professional Responsibility.

Ms. Liu graduated from Harvard College, summa cum laude, Phi Beta Kappa, in 1995.  She received her J.D. in 1998 from Yale Law School, where she was an editor of the Yale Law Journal.  After law school, Ms. Liu clerked for the Honorable Carolyn Dineen King of the U.S. Court of Appeals for the Fifth Circuit.  She is a member of the Texas, Virginia, and District of Columbia bars and the bars of the U.S. Supreme Court and numerous other federal courts.
