Lee Parsley is a Board Certified civil appellate lawyer practicing legislative and appellate law in Austin, Texas. His appellate practice focuses on representing litigants in the Supreme Court of Texas, Texas’s intermediate appellate courts, and federal appellate courts, in a wide variety of matters.  His legislative practice focuses on drafting and evaluating legislation, and providing testimony to Texas legislative committees, on civil justice reform issues. He currently represents Texans for Lawsuit Reform in legislative matters, as he has done since 2002, with the exception of the 2011 legislative session, when he served as President of the Texas Civil Justice League. Parsley was one of four outside attorneys who negotiated the provisions of Texas H.B. 273, containing the “loser pays”provision, during Texas’s 2011 legislative session.

Parsley is a co-author with William V. Dorsaneo, III, and Julie C. Parsley of Chapters 147-154 (on appellate practice and procedure) and Chapters 90 to 92 (on pretrial discovery) of the Texas Litigation Guide. From 2000-2004,  Mr. Parsley  was an Adjunct Professor at the University of Texas School of Law, where he taught a seminar each spring on Texas appellate practice. He was the first Rules Staff Attorney for the Supreme Court of Texas, serving in that position from  1993 to 1997. In that position, he worked with the Court to merge the Texas Rules of Civil and Criminal Evidence, to rewrite the Texas Rules of Appellate Procedure, and to begin the Court’s 1999 revisions to Texas’s pretrial discovery rules.

Lee Parsley is originally from Shallowater, Texas, a small farming community in the Texas  Panhandle. He obtained an undergraduate degree and an MBA from Texas Tech University, and graduated magna cum laude from Texas Tech University School of Law in 1989. His spouse, Julie Caruthers Parsley, practices utility and appellate law at Parsley Coffin & Renner, LLP, in Austin Texas. Julie served as a Commissioner on the Public Utility Commission of Texas from 2003 to 2009, and was the Solicitor General of Texas from 2002
to 2003. Julie and Lee have two college-aged children.
