Professor Milligan writes and teaches in the areas of criminal law, constitutional law, and jurisprudence. His recent articles have been published in the Boston University Law Review, the Cardozo Law Review, and the Washington and Lee Law Review.
Before entering academia, Milligan practiced law at Williams & Connolly in Washington, D.C. He is a former law clerk to Judge Edith Brown Clement of the U.S. Court of Appeals for the Fifth Circuit and Judge Martin L.C. Feldman of the U.S. District Court for the Eastern District of Louisiana. While a law student at Emory University, Milligan was an articles editor of the Emory Law Journal and worked with the Carter Center on post-conviction matters in Africa and Central Asia.
Milligan recently returned to Emory Law School as a visiting professor. In 2009 he will be a visiting lecturer at Turun yliopisto (University of Turku) in Finland.
