Roderick HillsOn October 3, 2011, the Supreme Court heard oral argument in Douglas v. Independent Living Center of Southern California.  The question in this case is whether Medicaid recipients and providers can sue a state that does not pay the reimbursement rate required by the Medicaid Act.
