Is recent congressional interest in curtailing participation of judges in conferences and educational programs a chilling effort to curtail free speech, or is it a necessary insulation of the judiciary from special interest groups and their influence? What kind of extra-judicial participation in conferences and programs ought judges be allowed to engage in? Should Congress be concerned about the amount of time some justices of the Supreme Court spend with European and other foreign jurists. What, if anything, should be done to control the foreign or domestic education programs in which federal judges participate?
